■Asian Public Governance Forum on Local Finance 2017■

 

The OECD Korea Policy Centre, together with the Korea Legislation Research Institute, co-hosted an international forum on the topic of “Transitions and Transformations: Improving Public Services through Fiscal Decentralization” for two days, from June 20thto 21st, 2017. This forum consisted of three sessions titled: 1) Fiscal Decentralization and Sub-national Government Finance in OECD and Asian Countries; 2) Multi-level Governance in Sub-national Finance: Challenges and Opportunities; 3) Improving Sub-national Service Delivery: Best Practices and Country Experiences.

 

 

 

In his keynote speech, Vice Minister Shim Bo Kyun of the Interior introduced Korea’s accomplishments in local finance and future tasks for innovation, proposing various solutions such as the transfer of national tax to local tax and tax sharing. Active discussions and presentations on country experiences followed the keynote speech, which was given by participants, including Anwar Shah, former advisor to the World Bank and an expert on fiscal decentralization, Isidora Zapata, an expert of public finance at the OECD, and delegates from 10 countries (Korea, Canada, Indonesia, Cambodia, Germany, Philippines, Australia, Turkey, Myanmar, and Russia).

 

 

The forum raised awareness on the importance of achieving fiscal decentralization on the national level and securing independent resources on the local government level, in order to enforce policies and projects that satisfy the demands of local residents. Moreover, discussions throughout the forum suggested that balanced national development can only be achieved when local economies are self-sustainable, when local governments carry out transparent and responsible financial management, when the head of the local governments and local politicians show leadership, and when local residents participate in monitoring and keeping local government actions in check.

 

 

This year’s conference provided the platform for disseminating best practices and case studies on regional decentralization, for introducing the trend of local finance in each participant’s country, and also for proposing ways of improvement through interrelated discussions on public services. The forum invited experts on local finance and fiscal decentralization from international organizations, as well as academics and government officials from home and abroad, and it was attended by a total of 142 people from 20 countries, including Korean government officials, staff members of research institutes, embassy staff members, and academics.
